Germany semester ticket for students: Decouple from the price of Deutschlandticket, set an upper limit

  • Free Association of Student Unions (fzs) and Deutsches Studierendenwerk (DSW) call for price stability for the Germany semester ticket for students
  • Deutschlandticket price increase looms
  • fzs and DSW: Decouple the Germany semester ticket from the price of the regular Deutschlandticket, set an upper limit based on students' living conditions
  • Previous regulation: Price of Germany semester ticket 60% of the regular Deutschlandticket
  • fzs board member Sascha Wellmann: "An uncertain price model for the Germany semester ticket is unreasonable for students - the solidarity ticket must not remain a financial risk for student bodies"
  • DSW Chairman Matthias Anbuhl: "Student mobility must be secured through a student-friendly, socially acceptable price cap for the Germany semester ticket"

Berlin, August 21, 2024: The German Students' Union (fzs) and Deutsches Studierendenwerk (DSW) are calling on the federal and state governments to introduce a new calculation basis and a multi-year price cap for the German semester ticket for students. Instead of the Germany semester ticket being 60% of the price of Deutschlandticket, a permanently valid, socially acceptable ticket price should be set that is based on the real living conditions of students, according to the two organizations.

The background to this is that mobility for students could become more expensive from next year. The Conference of Transport Ministers considers a price increase for Deutschlandticket to be necessary based on current forecasts for 2025. The higher ticket price is to be set after the 2024 summer vacations. This would also increase the price of the discounted Germany semester ticket, which is linked to the issue price of Deutschlandticket and currently costs 29.40 euros per month for students.

Sascha Wellmann, board member of the Federal Student Council, fzs e.V.: "The student achievement of the semester ticket will be put to the test in 2025: An increase in the ticket price increasingly delegitimizes the solidarity model in the student bodies. For many, the introduction of the nationwide semester ticket (at a price of 29.40 euros/month) was already an additional financial burden. Ticket prices for sustainable mobility must not be allowed to fall victim to false priorities in transport policy. This would make studying even more dependent on socio-economic factors. Instead of an uncertain price factor, we demand an affordable solidarity ticket!"

Matthias Anbuhl, Chairman of the DSW Executive Board, explains: "It's about securing student mobility in the long term, and this includes first and foremost a permanently socially acceptable, student-friendly price for the Germany semester ticket for students. Linking its price to the price of the regular Deutschlandticket as before is not acceptable to students in the long term, because any future increase in the price of Deutschlandticket will automatically place an even greater burden on them. It would be better to base the price of the Germany semester ticket on students' living conditions and then keep it low for as long as possible in a socially acceptable way."

The fzs and DSW also agree on the demand to offer the voluntary upgrade solution, which allows students to purchase the nationwide Germany semester ticket in addition to a regional semester ticket for an additional charge, beyond the winter semester 2024/2025. This option is currently set to end after the coming winter semester 2024/2025.
